I bought my first house 5 meses. When people came to the house to check air conditioning and do not remember check if it appears that the water heater. I bought the house in summer. You need to consult someone in the building or a lawyer to solve this kind of problem. In my state, MI, we are home, the cost of inspection, limited @ $ 250.00. Once they have given the OK, the old owners are off the hook. I have this, if the 3 floors of the south wall of my house was removed from the rest of the house.
